To solidly advance the enterprise's emergency response capabilities for production safety incidents, and effectively enhance the ability to manage and mitigate safety liability risks, the "Emergency Response Drill for Battery Fire and Explosion Accident in Nanjing Liuhe" was successfully held on the afternoon of October 27, 2021, at Chnchi Smart Technology Park.

The drill was observed by invited representatives from the Liuhe District Emergency Management Bureau, Economic Development Zone Management Committee, Public Security Branch, Market Supervision and Administration, Health Commission, Meteorological Bureau, and Fire Brigade. Additionally, representatives from various streets, towns, and relevant enterprises within the development zone also attended as observers.

The drill simulated an emergency scenario at Oulu subsidiary Chnchi Electric’s Factory No. 2: a battery used for motor test heating suddenly short-circuited due to unauthorized modifications by an employee, releasing large amounts of toxic fumes and causing an explosion and fire. The company immediately activated its emergency response plan. All workshop employees assembled at the designated emergency meeting point without delay, while on-site personnel attempted to extinguish the fire using portable fire extinguishers and nearby fire hydrants.

However, due to a lack of protective equipment, several individuals showed signs of gas poisoning and electric shock. The company promptly alerted emergency services (110, 119, and 120) and notified neighboring facilities to take protective measures and prepare for possible support. Within minutes, police cars, fire trucks, and ambulances arrived at the scene. After nearly an hour of intense efforts, the fire was completely extinguished, and the injured received timely and effective medical treatment.

Following the drill, safety experts conducted a comprehensive review, fully affirming its success. They highlighted the thorough preparation, clear division of responsibilities among personnel at all levels, and the well-structured execution, which together achieved the intended objectives with notable effectiveness. A leader from the District Emergency Management Bureau delivered concluding remarks and issued important guidance on strengthening safety production across the district.

This exercise was designed to enhance both corporate and employee safety awareness, familiarize participants with emergency rescue procedures for production accidents, and foster a calm and proactive response in critical situations. It effectively improved the capacity to handle sudden incidents and achieved the goal of enabling self-rescue, mutual aid, and collaborative protection.

Leadership at Oulu Electric stated that the drill has tangibly elevated the company’s emergency response readiness in the face of potential disasters such as fires and explosions, contributing to the prevention and reduction of safety incidents. The company will actively respond to the directives of municipal and district authorities, firmly uphold the principle of safety in development, reinforce defense lines for production safety, and diligently execute all related tasks. Remaining committed to the corporate culture of “Safety First, Safe Development,” Oulu Electric continues to dedicate itself to fostering a secure and stable production environment.
